Yeah, that's a reasonable job of putting words in my mouth. There are competing public interests. In the case of blind people, with current technology, treating them unequally is undesirable but letting them drive is insane. In other cases, such as deaf people or Asian people, we consider the obvious public safety drawbacks of letting them drive to be outweighed by the discrimination issue. :P
In cases where an employer is hiring for jobs where race/sex/height/whatever is directly relevant to ability to do the job, and there's no way to get around it or make accomodations, then yes, I expect them to do that.
